Queensland's government construction pipeline is broad and, unusually, genuinely decentralised. School building programs run in every district, Queensland Health delivers hospital upgrades across sixteen health services, the housing department builds and refurbishes social housing statewide, and 77 councils deliver community facilities, amenities and depot works. Brisbane's infrastructure program adds metropolitan volume, while cyclone resilience and disaster recovery work generates recurring packages in the north. QBCC licensing is the hard gate, and prequalification determines which value bands you can access.

QTenders is the central channel for Queensland agency construction, including Housing and Public Works, Queensland Health and Department of Education packages. Two-stage procurement is common on larger projects — an EOI to shortlist followed by a selective RFT — so missing the EOI stage removes you from the project entirely. Councils tender independently through their own portals, with Brisbane City Council operating at genuine scale. Regional councils often use VendorPanel for smaller works. Commonwealth and Defence estate building work appears on AusTender. Award notices are the best guide to which builders win in your value band and region.

These are the credentials QLD buyers check before they assess anything else. A gap here is a compliance failure, not a scoring deduction — it removes your bid regardless of price.

QBCC financial categories cap the contract value you can hold, so confirm your category covers the package before investing in a bid. Beyond that, Queensland pricing needs honest treatment of weather and distance: wet season programme risk in the north is real and should be reflected in your programme allowances rather than absorbed as optimism. Regional projects carry mobilisation, accommodation and freight costs that metropolitan pricing models miss entirely. Published award notices give you a reliable read on winning value bands.

Your QBCC financial category sets a maximum revenue and contract value you are licensed to hold, and agencies check it. If a package exceeds your category you are non-compliant regardless of capability. Upgrading a category requires accountant-certified financial information and takes time, so review it before tender season rather than mid-bid.
Frequently on larger projects. An EOI is advertised openly, a shortlist is selected, and only shortlisted parties receive the full RFT. The consequence is that missing the EOI excludes you from the entire project. Daily monitoring of QTenders and council portals matters far more than bidding speed.
Often yes, because fewer contractors can service it economically. Cairns, Townsville, Mackay, Rockhampton and the western districts regularly attract limited compliant competition. The offset is genuine cost: mobilisation, accommodation, freight and wet season programme risk all need to be priced properly rather than optimistically.
Public liability of $20m is common on agency work, with contract works insurance sized to the project value and workers compensation through WorkCover Queensland. Queensland Home Warranty Scheme cover applies to certain residential building work. Read the insurance schedule early so limits can be adjusted with broker lead time.
