Larger projects may use a two-stage EOI then selective RFT process, so the EOI stage is decisive. Councils tender independently — Hobart, Launceston, Glenorchy, Clarence, Devonport, Burnie and regional councils all run their own processes for community facilities, halls, sporting infrastructure and depot works. Commonwealth building work appears on AusTender. With a small number of buyers, tracking award notices gives a clear picture of who wins what.
