School Infrastructure NSW delivers new schools and upgrades continuously. Health Infrastructure runs multi-year hospital redevelopments. Transport for NSW covers road, rail and maritime structures. Homes NSW builds and refurbishes social housing. On top of that, 128 councils deliver community facilities, amenities blocks, playgrounds and depot works. For builders the practical issue is not scarcity of work but the prequalification gate and the speed at which mandatory site briefings close.

buy.nsw is the central channel for NSW agency construction work, including School Infrastructure NSW, Health Infrastructure, Homes NSW and Transport for NSW. Larger projects often run a two-stage process — an EOI to shortlist, then a selective RFT to the shortlist only — which means missing the EOI removes you from the entire project regardless of capability. Councils tender independently through their own portals, with smaller works going out as quotations. Commonwealth building work, including Defence estate projects, appears on AusTender. The decisive factor on NSW construction tenders is usually time, not rate. Two-stage procurement and mandatory site briefings in the first week mean a tender found late cannot be bid properly no matter how competitive your rates are. When you do price, use published award notices to calibrate — NSW publishes contract awards, so the value band that actually wins is knowable rather than guessable. Allow explicitly for staged handovers, restricted working hours on operational sites, and the programme risk that comes with building around live schools and hospitals.

For most substantial agency packages, yes. The RFT will specify the scheme and the category, including a financial capacity band that caps the contract value you can be awarded. Apply well ahead of time — assessment takes weeks and needs audited financials, so it cannot be done inside a tender window.
An EOI or registration of interest is advertised openly, a shortlist is selected, then only shortlisted parties receive the full RFT. The practical consequence is severe: if you miss the EOI you are excluded from the project entirely. This is the single strongest argument for monitoring tender feeds daily rather than weekly.
Generally yes, at least initially. Council packages are smaller, prequalification requirements are lighter, and evaluation is less dominated by capacity assessments. A run of completed council contracts builds exactly the past-performance evidence that state agency tenders require, so it is the logical stepping stone.
Public liability of $20m is common on agency work, along with contract works insurance sized to the project value and workers compensation through icare NSW. Home Building Compensation cover applies to certain residential work. Check the insurance schedule at the start of the tender period, because increasing limits takes broker lead time.
