Where plumbing work is advertised across New South Wales, what you need on file to bid, and how to see every job the day it opens.
New South Wales spends heavily on plumbing through channels most plumbers never see. School bathroom refurbishments run through School Infrastructure NSW, hospital hydraulic upgrades through Health Infrastructure, and social housing maintenance through Homes NSW panels that refresh on multi-year cycles. Meanwhile 128 local councils each advertise their own backflow testing, sewer relining and amenities work. The result is a fragmented market where a Sydney plumber can be perfectly qualified for a package and never learn it existed. Knowing which portal carries which work is the difference between bidding twice a year and bidding twice a month.

The primary channel is buy.nsw, which absorbed the legacy NSW eTendering platform and now carries agency work from Health Infrastructure, School Infrastructure NSW and Transport for NSW. Larger plumbing packages usually arrive as part of a broader construction or facilities contract rather than a standalone plumbing RFT, so filter on hydraulic services and building maintenance categories rather than the word plumbing alone. Councils run separately: City of Sydney, Blacktown, Parramatta and Central Coast all operate their own portals or use VendorPanel for quotations under threshold. Federal work on Defence bases and in Commonwealth buildings appears on AusTender instead.

NSW plumbing tenders split into two very different pricing exercises. Schedule-of-rates panel work asks for hourly rates plus a callout fee and holds those rates for two or three years, so build in escalation or you will be delivering 2029 work at 2026 rates. Lump-sum refurbishment packages need proper allowances for after-hours access, because most school and hospital work happens in holidays or overnight and penalty rates get missed. Not for everything. Council quotations and smaller agency work are usually open to any appropriately licensed plumber. Prequalification schemes generally apply to larger construction and maintenance packages, and the RFT will name the scheme and the required category. Because prequalification can take weeks, apply before you find a tender you want rather than after.
School Infrastructure NSW publishes through buy.nsw, but a lot of smaller school plumbing work flows through existing facilities maintenance panels rather than open tender. Getting onto a maintenance panel is often more valuable than chasing individual jobs, because it converts into recurring work orders without a competitive bid each time.
For most small and mid-sized plumbers it is the best entry point. Council packages are smaller, the compliance burden is lighter, and building a track record of completed council contracts gives you the past-performance evidence that state agency tenders demand. With 128 councils in NSW the volume is substantial once you can see it all in one place.
$10m is common for council and low-risk work, while state agencies and health facilities frequently specify $20m. Hospital and correctional facility work can go higher. Check the insurance schedule early — increasing cover mid-bid is possible but your broker will need a few days, and an expired certificate is a straightforward path to non-compliance.
