Because staffing and supervising them is genuinely hard. Local labour pools are small, accommodation may be limited or expensive, and supervision requires travel. Metropolitan operators generally cannot make the numbers work. Contractors who solve the workforce problem locally face very limited competition and can hold that work for years.

Both take processing time and cost money per person, so build screening lead time into your mobilisation programme and the cost into your labour model.
Arrangements vary between direct arrangements and contracted services and are often grouped by district or region rather than tendered site by site. Read each specification carefully, since the scope and scale on offer differs considerably. Regional bundles may include sites separated by substantial distances, which changes the cost model.
No, and doing so is a common and expensive error. Remote sites often involve travel between locations, restricted service windows, harsher conditions and higher staff turnover. Build the cost model from local labour availability and logistics upward rather than adjusting a Perth rate by a percentage.
