Water and drainage infrastructure, airstrip works in remote communities and port-adjacent civil packages add further volume. Distance again separates the competitive metropolitan market from far less contested regional work.

Tenders WA is the central channel and carries Main Roads WA packages, which range from major highway upgrades down to regional resealing and maintenance contracts. Local governments tender independently and collectively represent enormous civil volume — regional shires alone maintain very large unsealed road networks and tender gravel resheeting, drainage and floodway works regularly. Water Corporation infrastructure work may be procured separately. Remote community airstrip, road and drainage works are often delivered through the Department of Communities or regional programs. Commonwealth-funded road programs still tender through the relevant state or local government channel.

Aboriginal heritage clearance and environmental approvals can delay start dates outside your control, so clarify who carries that programme risk.

For most substantial Main Roads WA work, yes, and the tender will specify the required categories. Those processes can delay commencement in ways outside your control, so clarify during tendering who holds that programme risk and whether clearances are already in place for the site.
