Most tender coverage looks forward — what's open, what's closing. This roundup looks the other way. Since 10 August, 2,579 contract award notices have landed in the AskTender database, and the five largest alone account for roughly $1.7 billion. Defence writes the biggest cheques — again
No surprise on the buyer side: the Department of Defence dominates the fortnight's award notices, and it remains the largest buyer in the country by a wide margin, with more than 125,000 recorded awards worth over $212 billion in our history.
Volume Sourcing Arrangement — awarded to Data#3 Group on 12 August for $719.9 million, running from June 2026 to June 2031. A five-year volume sourcing arrangement of this size is effectively a licence to supply Defence's software and ICT needs at scale.
Fuels — awarded to Viva Energy Australia on 18 August for $553.0 million, covering a single year to June 2027. Fuel is the quiet giant of Defence procurement: enormous, recurring, and re-contested regularly.
Communication Equipment — awarded to Boeing Defence Australia on 17 August for $134.2 million, running to September 2029.
That is roughly $1.4 billion in Defence awards in a single fortnight — a useful reality check for anyone who thinks the defence sector is only about ships and missiles. Software, fuel and comms equipment are where the recurring money flows.
Data#3's $877 million double
The supplier story of the fortnight is Data#3 Group. Eleven days after its $719.9 million Defence volume sourcing arrangement, it was awarded VSA6 SCE by the Australian Digital Health Agency on 21 August for $157.2 million, running to March 2031.
Two agencies, two long-dated volume arrangements, $877 million combined. Data#3 is a software licensing and reseller specialist, and these awards show how the Commonwealth increasingly buys software: through whole-of-government volume sourcing arrangements rather than agency-by-agency deals. If you sell IT and ICT services to government, understanding who holds these arrangements — and how to sell through or around them — matters more than any individual tender.
WA Health locks in a decade of hospital consumables
Away from Canberra, the standout state award came from Western Australia. Sharps Consumables, Syringes, Sharps Collectors and Accessories was awarded by Health Support Services to Becton Dickinson on 18 August for $125 million.
Health Support Services is one of the biggest-spending buyers in our entire database — around $29.8 billion across just 60 recorded awards, because it contracts at portfolio scale for the WA health system. A single consumables category going for $125 million tells you how much volume sits behind even the least glamorous line items in hospital supply. Suppliers watching WA tenders should treat Health Support Services as a buyer worth tracking on its own.

Queensland Government Preferred Supplier Panel for Grocery, Dairy and Beverages — Queensland Health, QLD, closes 30 January 2027. A long-running panel refresh with a generous runway.
Cairns Marine Precinct Common User Facility — Far North Queensland Ports Corporation, QLD, closes 25 August. That is tomorrow — too late to start a bid now, but a marker of where marine infrastructure spending is heading.
In NSW, the Premier's Department has published advanced notices for an upcoming Facilities Management Services tender and an EOI for Government House Sydney Event and Guest Services, both flagged on 25 August. Advanced notices are gold: they tell you a tender is coming before it exists, which is exactly when you should start preparing.
The pattern: volume arrangements are eating procurement
Look across the fortnight's biggest awards and one structure keeps appearing: the volume sourcing arrangement or panel. Data#3's two wins, the WA sharps contract and the open Queensland grocery panel are all multi-year, category-wide vehicles rather than one-off purchases.
The implication for suppliers is straightforward. The largest contracts are increasingly decided at panel-formation time, not purchase time. Miss the panel refresh and you can be locked out of a category for five years, no matter how sharp your pricing. That makes forward notices and panel-refresh tenders the highest-stakes documents on any portal — and it is why tracking award notices matters: they tell you when each arrangement expires and the re-compete begins.
